Take him to the vet. He may well have Kennel Cough and he needs treatment NOW. You can make payment arrangements with your vet. If you are such a big animal lover, you won't want him to suffer or risk him dying and you'll take him to the vet NOW and work on paying the bill off.
If you're not willing to do what it takes, turn him over to a rescue group who will treat him and find him a new home.

He probably has kennel cough, but it sounds like it is very severe. Was he ever given the bordatella vaccine? Even if he was, it still sounds like kennel cough. Kennel cough is contagious and requires antibiotics to get over.
Because it could have gone for 15 days, he may have developed pneumonia. He really needs to see a vet.
I don't want you to think I'm being judgemental, but why did he spend 8 days at the pound? You are very lucky - most dogs become the property of the state after 72 hours in Animal Control and can be put down!

Very rarely. There are not many diseases that can be passed from people to animals, and some of them are hard to catch (like you have to eat their poo- possible to pass but who is playing with dog poo?). Have your mom call your human doctor, they can explain it to her. It is cold/flu season so it is HIGHLY likely it is a coincidence. You can spend 5 minutes on the street and find someone with a cold this time of year, and in schools you can't throw a rock without hitting a few sick kids. So, your mom is probably frustrated with the dog and is looking for something to blame. It is possible these are allergies and not a cold, which would be caused by the dog. You would need to ask a human doc about that.

This could be pneumonia. Not a self treat.
Contact your local human association- see if they offer low cost vet services.
Some vet hospitals offer "Care Credit". It is basically a credit card that lets you make monthly payments.
One of my dogs is going to have to have surgery -I'm having to apply for the Care Credit to pay for it. You can go on their web site and find a vet in your area that accepts it. The payment plans offered will vary by vet - so you have to call the vet you want to use and see what plans they offer.

Take him to a vet and figure out how to pay in conversation with the vet or the vet's staff. They may accept time payments.
Obviously, we can't cure a dog who is that ill from across the computer. He needs a vet.
Next time, make sure he stays safe in your yard.

Yes you need to get him to a vet ASAP. Call around and tell them the situation. You might have to call several vets to find one that will let you make payments

get him to the vet ASAP!!!!!!
let your vet know you don't have the money right now but your dog is very sick & needs treatment...if he's caught an upper respiratory infection it could lead to pneumonia & (sadly) death
do not put off treatment because you don;t have the money!
would you put off going to the emergency room in a potentially life threatening situation because you don't have insurance or money? probably not...please get him to the vet

Please phone the company I suggested to see if you will be accepted to get your dog seen and get him the help he needs.
Good luck!
