It's genetic. I have had two with the beautiful coats and one without. Either they do or they don't. You can't change it.

As you have found out not all poms are fluffy. Some of their hair is thicker and other thinner or almost flat to their backs. Some fluffy and some with shorter hair and a few longer ones tucked in here and there. Some of their noses are small and others are larger and almost square. If your pom is under 1 year old he /she (usually between 4 and 9 months of age) may have just went though it's "Puppy Uglies" stage. This is where your pom will lose it's baby coat and start growing it's adult coat. Make sure you brush him / her at least every other day.
Brushing your poms coat backwards IS NOT going to help. I have seen other questions where people have suggested that. All it does is irritate the crap out of the pom. It is not going to make the coat any fluffier.
It really does not matter how fluffy your poms coat is as long as you love and care for it. And it is the happiest little pom in the world!!

It could be that the food she's eating isn't that suited for her, even with quality food, it's always a good idea to look at your dog. What is a good food for one dog, isn't always doing the trick for another dog. Are her eyes, nose and ears clean? How is the texture of her fur? How is her weight? How is the texture of her pawpads?
On the other hand, it could merely be her age. It just takes longer for some dogs. My first dog was a Belgian Tervueren that looked more like a Belgian Malinois for the first 2 years of her life and then suddenly her hair just started growing and within 6 months or so, she looked just like she should.
Also, females tend to be a little less puffy than males, so if you are comparing her with males only, you will notice a difference, even if she has perfectly normal female fur.

Poms go through a coat loss at one year of age! It is called "blowing their coat". That probably accounts for a lot of it. Or your Pomeranian could be one that just does not have that thick undercoat that makes the coarser top coat stand up and look "puffy!" My first inclination would be for the coat loss, give him a couple of months and you will probably see a major improvement! This is just normal procedure. You probably would do good to join a pom group and learn more about your little dogs "normal" behaviour and traits. It cannot hurt and you may have fun.

The proper coat is from quality breeding, many petstore or BYB dogs have a flat coat or very short coat. Your vet could check for diseases that cause poor hair growth and obviously if you feed crappy food you get a crappy coat on a dog in poor health.

Firstly, the pics you see of Poms are ones where the dogs have been up for show and the owners groom the heck out of them before the pic is taken.
Secondly, Poms need to be bathed then combed on a daily basis.
Third, lack of hair is also a sign of low thyroid. If after you bath your dog and comb her out, she still looks like she has a lack of hair then take her to the vet and see if she need to have her thyroid supplemented with medication.
She could have some other malady that will need to be looked into by the vet. Have a full physical done.

I used to raise them and if they aren't born with long hair, they will never have it.
You need to be careful of the dog that you buy, many aren't inbred enough to keep the look of a true Pom and many unscrupulous breeders sell mix breed or inferior dogs.

You may not have gotten a pure breed Pomeranian. Even if they told you it was. But give it all the love you would any dog.

if you are refering to show dogs. they are groomed to look that way.
take him to a professional groomer and see what they can do to make him look like a show dog
also not every dog is the show standard. some have shorter hair or incorrect proportions. like people- not everyone is "perfect"
