ok so this guy im really close with act like he likes me i mean he is always asking me to go with him to the movies, parties, or just to lunch or hang out, and he flirts with me all the time,
like one time we were sitting together sharing a blanket and he picked up my legs and put them on top of his and had his hands all over my legs and we were like cuddling but then his friends ask him oh do you like her and hes like no way, but then he keeps on doing these things! what the heck? can you help me/give some good advice please? should i move on to some one who will commit? or just go with it?

You two do so many things together and seem to be really comfortable with each other. And although not explicitly stated in your question, it seems like you like this guy and want to have an established boyfriend/girlfriend relationship.
Although it is implied through the interactions between the both of you, it seems like the two of you haven't clearly established what the nature of the relationship is.
Let go of that situation where you got surprised and a bit disappointed because the clear nature of the relationship wasn't established yet.
Since the two of you seem close to each other, you should feel comfortable communicating with him. The next time you hang out with him, clarify what the relationship is between you two. Genuinely ask him, "Hey... are we boyfriend-girlfriend?"
If he says "Yes"--Great! If he doesn't say yes, or is unclear with his answer (it means no) and move on. If you move on, stop the physical-touchy interactions with him.

Hi well heres my best answer for ya if its a boy that asked him its a possiblity he is afraid to show his friends how much he likes u maby shy bout others knowing or just dont want to let any1 know about u and him now if its a gal heres 1 possiblity that he could be nervise that another gal knowing about u and him way to find out if he's shy bout showing is eitheres try asking him in front of his friends or if the real shy part try asking how he feels about u round other people ask him alone i hope this helps:)

you really need to confront him about the matter, you need to say to him "look is there a reason why your doing this, are you trying to torment me" and depending on whether you have feelings for him or not tell him that the relationship wouldnt work coz he wont commit to anything

move on..apparently, he likes the attention you guys share, but defenetly doesn't want to commit..so move on..but not to make him jealous or define his true feelings towards you at all...do it for you!

He likes you, but he may be afraid of what his friends may say. If this is the case, I would say that it's not worth it.
