What is a best affordable video mixer (hardware) with at least 4 S_Video input and some special affect like wife and others

when dealing with live video feeds, the basic issue is synchronization. either the sources have to be genlocked/tbc or the mixer has to have built in digital syncs. The panasonic WJ-MX series is suitable. The WJ-MX50 was a very popular model with 4 inputs. it also has audio, very helpful when doing cross-fades.

One problem with any mixer of this genre is they do not actually stabilize the video but rather match one source with another. If one is a tape player on "pause" or search, the output with be very shakey!! For the WJ-MX50 connecting the external camera input to a stable video source will cure the problem.

Another issue with these is that they are field syncs and not full frame syncs which can reduce the overall resolution. The only way to perform actual frame sync mixes is to use genlock on cameras, and TBCs on tape players.

A side benefit is many models can handle macrovision and allow copy of pre-recorded movies. A down side is the field sync also strips off vertical interval timecode and even closed captioning in some cases.
