For a video camera, I use a cheap Sunpak 5800D. $30, Best Buy. For photography, I could always use a better tripod, but this one works just fine. For longer times, I just use a remote.

Best and affordable are likely to be mutually contradictory - also pay attention to the type of head you need... in this case a visit to a shop is really essential - you'll be the one carrying and using it!
I use a carbon fibre Gitzo with a trigger grip (because I need to move quickly and work under pressure and I want to carry as little weight as possible)... your needs will be different to mine I'd expect!

I got the cheapest one I could find for just $18 and I have no complaints. In fact, since it was so cheapt it's extremely lightweight and collapses really small. My only regret is that it only expands to a few feet tall. My next one will be taller.

Bogen/Manfrotto, Giottos, Velbon, Slik, Gitzo - any of these with a fluid pan head.
