Does she have any other symptoms, or have an underlying medical condition?
Such as low blood pressure, which can cause poor circulation, which in turns causes ice block feet.
Either way she should see her doctor for an assessment.

As I had previously stated, ONLY her doctor can diagnose her condition, by doing a full assessment and help with management of symptoms of Raynaud's Syndrome if that is what she has.
With Raynauds syndrome, there is a marked colour change in the hands and feet, from white waxy looking skin, that can range through to blue, then red as colour returns, and causing severe pain, and is usually associated with an underlying condition.
I would hope she does not have this, as it is not pleasant, and will need to protect the hands/feet, ears & nose from exposure to the elements (cold weather), by wearing insulated gloves, scarfs and hats/beanies to prevent heat loss. You can get heated foot warmers, which help heaps. Smoking is also not advisable, as this reduces the circulation further.
Unfortunately I have suffered from this truly aweful condition due to a medical condition, and had to change my occupation because of Raynaud's.

you purchased that top! i'm right here in Utah with you and that's 8 levels. The low the following day is two. 2? Is that an actual measurement? LOL! Hello,
It could be that your wife's feet are not getting the amount of blood they need due to some sort of clot in her arcuate artery or possibly her anterior tibial artery. It could be something completely different, but I would get this checked as long term effects can be serious.
