Earth is not the only dimension where souls can come back to. There are many others, and I don't just mean - planets.
Some souls who have learned all they need to learn from coming to earth may choose to move to other realms. So are other souls can be new to earth and come here for the first time and yes, there are many of them. Earth is a good school.
If you are interested in reincarnation - be careful what you read. There is a lot of 'crap' written about it too. For example some may believe that if you are bad, you will come back as a pig or something, it's not true. Beings always come back as what they are: humans as humans, dogs will not come back as cats or birds and so on. We always choose our next life to learn more and evolve further.

“At first, we might think of reincarnation as a soul entering a body. The body is seen as impermanent and the soul as permanent, and when we get rid of one body, we re-enter another…In popular Buddhism, reincarnation is accepted literally, without much examination, but as we continue to study and practice, the idea of an immortal soul gives way to another idea that is closer to reality. If we study the teachings of the Buddha and if we observe our own minds, we will find that there is nothing permanent within the constituents of what we call our ‘self’. The Buddha taught that a so-called ‘person’ is really just five elements (skandhas) that come together for a limited period of time: our body, feelings, perceptions, mental states, and consciousness. These five elements are, in fact, changing all the time. Not a single element remains the same for two consecutive moments.

“Not only is our body impermanent, but our so-called soul is also impermanent. It, too, is comprised only of elements like feelings, perceptions, mental states, and consciousness. When the idea of an immortal soul is replaced, our understanding of reincarnation gets closer to the truth. The idea of reincarnation is somehow still there, but our understanding is different…

“[I]f we observe the things around us, we find that nothing comes from nothing. Before its so-called birth, this flower already existed in other forms – clouds, sunshine, seeds, soil, and many other elements. Rather than birth and rebirth, it is more accurate to say ‘manifestation’ (vijñapti) and ‘remanifestation’. The so-called birthday of the flower is really a day of its remanifestation. It has already been here in other forms, and now it has made an effort to remanifest. Manifestation means its constituents have always been here in some form, and now, since conditions are sufficient, it is capable of manifesting itself as a flower. When things have manifested, we commonly say that they are born, but in fact, they are not. When conditions are no longer sufficient and the flower ceases to manifest, we say the flower has died, but that is not correct either. Its constituents have merely transformed themselves into other elements, like compost and soil. We have to transcend notions like birth, death, being and non-being. Reality is free from all notions.” – Thich Nhat Hanh, Living Buddha, Living Christ

Hope that helps. :-) Peace to you.

In Buddhism, rebirth/reincarnation happens among all sentient beings (all living beings with consciousness). Besides humans, heaven, animals (including birds, mammals, reptiles etc), ghosts, hell beings are destinies for rebirth. This answers the first part of your question.

Water is made up of hydrogen and oxygen (H20). When you disintegrate hydrogen and oxygen, water disappears. When you combine them together again, it re-appears. There isn't a separate unique entity called water that exists without hydrogen and oxygen.

Similarly, a sentient being (including human) is made up of physical form/body and consciousness, feelings, perceptions, and mental constructs (called the five aggregates). There isn't a separate entity called the soul. A sentient being is just the composite existence of our five aggregates. When one passes away, his five aggregates changes according to his past action/deeds (what we called karma in Buddhism).

Due to delusions and defilements, our five aggregates never cease to exist. Rebirth/reincarnation never ends until one is enlightened (delusions and defilements eliminated).

Why do you think they are new souls? Souls do not have to reincarnate right away again, it depends on what they need for their own rectification. They might reincarnate a year from their last time, or thousands of years from their last time.

i always thought about it this way : "back in the day" (chuckle) people died very young, often at birth. So these reincarnated bodies were never growing up and really becoming a part of the population. Now, with medical advancement, a lot more people are alive and not dying over and over again.

I fully believe in reincarnation. I think when you die your soul is still there and you take the knowledge you have already known with you in your next life.

It doesn't, that is just a lie. It is appointed unto man once to die and then the Judgement seat of God. So get it together in this life, don't be hoping for the next one to be where you start acting right....

As to where new people come from, well last time I checked, God is the creator... ;)

A reasonable point... maybe mixing between animal and human soul inhabitation?

Good question. Think for a moment. You are closer to know the truth than most of the people that answered your question. The truth is we existed because of the Creator God. Here's what God said in the Bible book of Genesis, "And Jehovah God proceeded to form the man out of dust from the ground and to blow into his nostrils the breath of life, and the man came to be a living soul. And Jehovah God proceeded to take the man and settle him in the garden of E′den to cultivate it and to take care of it. And Jehovah God went on to say: “It is not good for the man to continue by himself. I am going to make a helper for him, as a complement of him.” 19 Now Jehovah God was forming from the ground every wild beast of the field and every flying creature of the heavens, and he began bringing them to the man to see what he would call each one; and whatever the man would call it, each living soul, that was its name. 20 So the man was calling the names of all the domestic animals and of the flying creatures of the heavens and of every wild beast of the field, but for man there was found no helper as a complement of him. 21 Hence Jehovah God had a deep sleep fall upon the man and, while he was sleeping, he took one of his ribs and then closed up the flesh over its place. 22 And Jehovah God proceeded to build the rib that he had taken from the man into a woman and to bring her to the man. 23 Then the man said: “This is at last bone of my bones And flesh of my flesh. This one will be called Woman, Because from man this one was taken.” 24 That is why a man will leave his father and his mother and he must stick to his wife and they must become one flesh. 28 Further, God blessed them and God said to them: “Be fruitful and become many and fill the earth and subdue it, and have in subjection the fish of the sea and the flying creatures of the heavens and every living creature that is moving upon the earth.” --Genesis 1:28; 2:7, 15, 19-24.

Do you see reincarnation processes? God created all living things to be able to reproduce not to incarnate. Originally, God created human to live forever had the first parent Adam & Eve remain faithful to God by obeying him. Their children would be born perfect mind and body and live forever here on earth and to cultivate the earth and care for the animals.

The reason human can grow old and die is because of Adamic sin. Romans 5:12 says, "That is why, just as through one man sin entered into the world and death through sin, and thus death spread to all men because they had all sinned." But Jehovah God is so loving, he is going to turn everything around and bring the meek ones back to his original purposes like the lives that Adam & Eve once had before they sinned.
