he let both, the ring and needle soak in alcohol. He was also wearing latex gloves. The piercing is red, sore, swolen, a little crusty (i think its dry skin ), and when i squeeze it a little puss comes out of it. I have been rinsing my mouth out after i eat with mouthwash and warm saltwater. I haven't taken it out. Is it infected ??

In short, yes. Even though the needle and the ring were soaked in alcohol, they were not sterilized.

It sounds like it is infected. Soaking the ring and needle in alcohol does not sterilize it, it just takes off some of the germs. Do not take the piercing out, the hole will help everything drain. Continue to rinse with Listerine(not just mouthwash) 3 times a day and after every time you eat, drink or smoke. Soak the piercing in warm water mixed with sea salt(much better than table salt and all the additives they put in it). You can do this by putting it in a small bowl or cup and sticking you lip in it, or if you find it too difficult to do then soak cotton balls in the salt water and apply to your lip. This should be done until the water cools, a couple of times a day.
Do not use hydrogen peroxide on it because it can damage the healthy skin around the piercing, making matters worse.
If after a couple of days it doesn't appear to be improving, or it is starting to get worse(green pus, area feels hot, etc) then get to the doctor for an oral antibiotic.
Next time you want a piercing, spend the money and get it done by a professional.... you'll save yourself pain, time and money in the long run.

Yes, pus only developes if infection has set in.
I suggest, Listerine.
If the piercing is still infected tomorrow after using Listerine a few times or so....take it out and let it heal. Keep using the Listerine after taking it out also. Don't suck on the piercing and let it heal. If it still is messed up after a day or so, I would visit my Doctor, you'll need antibotics. If it's not doing good whether or not he did the piercing after alcoholing it, you're still in a bathroom, my dear. The bathroom is the dirtiest place in the house and alcohol isn't enough to kill the germs.
