I have a girl and boy cat from the same litter, a year old, both sterilized. The boy is very outgoing, playful and comfortable around strangers, the girl is extremely timid, shy and hides when strangers are around. They are almost always fine with each other, they clean each other and sleep next to each other, etc., but the boy loves to instigate wrestling with the girl.

She wrestles back, but sometimes it seems like it is getting out of control. I have never had cats before so I don't know if they are playing. They get very rough with each other, hiss and make loud yowling noises, but the next second the girl just lays down like shes tired of it and the boyloses interest and will often start licking her head or ears. there has never been any blood or torn out fur, but the yelping gets pretty intense like human sounds! Are they playing or should I stop them? And if I break them up, do I scold just the boy who started it or both of them?

They are playing. When they make those noises and hiss at each other one is just telling the other to "leave me alone," "stop" or "I don't want to play." You did not say how old they are. If they are kittens and the noise bothers you can get a spray bottle and spray it in their faces when they start yowling and hissing. They will learn not to do that. If they are adults you can do that too but it will be mostly to break them up, not teach them not to do it.

It sounds like they're trying to establish which one will be the top cat. Cats may growl and hiss but most disagreements rarely end up with serious fighting. It's mostly show. Since neither cat is getting hurt, I wouldn't really worry about it. If it annoys you, you can try separating them but otherwise, let them work things out between themselves.

Thats just playing dont worry, i have to female kittens and they both play exactly like that, they are fine but sometimes have little fights, but there just fun fights. Dont worry unless they play so rough that they end up bleeding, thats when it becomes a bit more serious.

They are playing. No need to be concerned as they do not hurt each other and they know when to stop.

they're just playing usually two of the same sex cats fight back and forth and bicker but i highly doubt they are...
