i'm from New York and i spent one New Years in California and i know for sure that it's all recorded. Because I started getting calls at 9PM California time and my friends were yelling "Happy New Year!" Meanwhile I'm watching TV and it's still regular programming. So then when i saw the ball drop at 12AM, it was 3AM in New York and my friend's didn't appreciate that I called them so late.

Around the world, it's recorded. When midnight is reached in Paris and London, it is only shown in NYC just after the ball drops. Same holds true for California, they watch a recorded ball drop.

They play it at midnight in California on tape delay. And wherever else they show it, it always plays at midnight. The only place it is actually seen live is on the East Coast.

No. Here in California we celebrate our New Years at 9 pm...we dont like to wait 3 hours for anything.
