when i turn it on and put it in mode where you take pictures it makes a weird clicking noise, then the thing comes on that says it turn the power on and of again. also the lense zoom or w/e you call that the thing that pops out when you are taking a picture won't stick back in... what's the problem ?

Seeing as this is an old laptop il ask the question that nobody else has - do you have a floppy drive? cos the clicking noise your getting sounds like its trying to boot from floppy! id suggest repeatedly hitting F2 on boot to go into the bios and checking where ur booting from, if its not set to ur hard drive then change it back.

If it does this with fully charged batteries then its probably dead. Unfortunately, cameras don't last forever and any rough treatment hastens their demise.
Use this one as a paperweight and start shopping for your new camera.
