Washington DC usually has some snow in January but it is impossible to say how much and when it will happen. Chances are that the snow will be a small amount like 4 inches at the most but in 1996 we had 36 inches at one time. That paralyzed the city for about a week - and gave everyone a chance to dig their cars out of the snow.
Some Januarys are snow-less. Figure on weather in the low 40's for the most part. Do not count on snow but who knows?

It usually snows at some point during January, typically a couple of times. It does not snow all the time throughout January. So there may be snow when you are here, and there may be not.
When it does snow, traffic comes to a standstill. This happens as a combination of people who are not familiar with snow, and the fact that the way snow falls here does indeed result in a very slick surface. Metro usually stays functional (unless we get a rare storm with more than 8 inches.)
Also when it snows, most of the time the snow melts within a few days, so it rarely stays cold enough to stick for long.

It's very cold in January in DC, but we rarely get much snow. We're more likely to get sleet and freezing rain.
