Highly unlikely. There is no such office as Prime Minister of Cuba. The office was abolished in 1976. The President of the Council of Ministers is often colloquially referred to as the Prime Minister, however the President of the Council of Ministers is also the President of the Council of State. In turn, the President of the Council of State is the President of Cuba.

Also, this position is an elected position, elected by the National Assembly, and is not appointed (although there may be some doubt as to the fairness of the election). I will assume you meant to ask if Hillary will run for the President of Cuba.

The Cuban Constitution requires that all candidates for office in Cuba must be Cuban citizens (Chapter XIV, Article 133).

The Constitution bestows citizenship to all those born in Cuba, or naturalized according to law (Chapter II, Article 29-30).

I can't find a source for Cuban naturalization laws, but it's unlikely that she would become naturalized and run for President and then win.

Cuba doesn't have a Prime Minister. If Hillary loses the nomination, she will continue to serve in the senate.
