Because I know that they learn english in school but how well do they speak it?

This is a generalisation of course, but many Japanese learners of English are taught in a very formal way in Japan, which means that their learning places great emphasis on grammatical accuracy and values the written word over the spoken. The result is that many (not all, obviously) Japanese students get no practice with speaking and listening, so they are often unable to understand something said to them in English, or to respond appropriately, even though they could understand the same words perfectly well if they saw them written down.

It depends on each individual person and how much time and effort they put into learning it and whether or not they have a talent to learning languages better or not. Also, the dedication of the person matters and the way they are bring thaught. If someone constantly practices english and is around people who speak english and is constantly being corrected, then pretty well. But, if a person just goes to school and merely learns it and barely gets a passing grade just because they have to, then probably not too well.

I work at a manufactuering place here in the us and it is funny to hear people speaking slow like many do not understand when they do. Most at work have no problem carrying on a good conversation.

depends on how long they have known it...if they are new they still have a japanese accent and you can tell they are from Japan...but if they have been here for like 10 years they are usually pretty good.
