should the light be directed to the camera lens or the object / wall/ or whatever the light is being given to ?

It depends.

For a more precise painting that would include letters, drawings, or forms created by the light source you would point the light source directly at the camera.

However, if you are trying to paint objects, subjects, rocks, landforms, etc. you would have the light fall on the subjects, away from the lens.

It should be directed at the location being "painted" on. If you point it at the camera, you will over expose the image.
