why is holographic environment not implemented yet?

Because making a holographic environment is a lot more complicated than a voice command on Star Trek. So far holograms look 3D only when observed from a specific direction, so making a surrounding environment requires many, many sources and projecting them really in thin air, as opposed to appearing to be standing in air, has not been done.
