It means that she is not into you and is trying to spare your feelings by wiggling out of giving you the real reason.
Honestly, how many people in their right mind would recommend to someone they want to date that they should look for someone "better"?? Yeah, sure.
Find someone more mature. That line ranks right up there with "it isn't you, it's me".

it could mean a couple of different things...she might have done something to betray you in your relationship, most people when they have cheated they feel alot of guilt,,and instead of telling the person they cheated on..it's a way of getting you to disagree with them so that it makes them feel maybe not so guilty.and since she also said she was sorry,,this is what would hit my mind first.....or,,she could mean that she has a poor opinionn of herself, low self-esteem and doesn't feel like she is in your league....maybe you are more inteligent then her,or better at stuff then she is,,the only one who can tell you for sure why she says that is her....if i were you i would investigate this..ask her flat out why she says this..and pay close attention to her reaction and her facial expressions when you do,,,you will be able to tell right off if what she is saying is true by the way she acts when you straight up ask her about it...good luck...

It means that she thinks you are better than her, or she wouldn't treat you like you should be treated so you deserve a better girl that can treat you like you should be treated. Or it's just a lame excuse to break up with someone, but i'm pretty sure she may have done something bad or don't think she can treat you that well because maybe she thinks you are smarter or better looking than her and she just feels lower than you.

That has happened to me before. I don't know how old you are, what background you or she has. It likely means she isn't happy with something that she has done (had sex, broken the law, etc...) or something someone did to her (raped). I tried loving someone like that, but it was very hard because she could never open up to me or be honest with me. I wish you luck if you want to pursue her because she does need someone to show her no matter what she is worth it, but it is hard and trying and to be honest probable best just to let her go. She needs to get psychological help to boost her self esteem.

Either she's rejecting you or she has issues with herself and honestly thinks you deserve better. Both are equally likely.

Shes breaking up with you.
She either means she has a lot going on and she doesn't want a relationship or she just wants to soften the blow and have nothing to do with you.

It means take her word, she knows herself much better than you know her. If only more people were honest like this girl dating would be a lot easier.

! if she said that to you, that you deserve someone better, that means she dosnt feel up to your level. She dosnt feel comfortable with you, cos you are perfect and she's not! she said sorry, cos she dosnt want to be with you anymore! she wants to go!
