I have my first bachelor's degree from out the U.S (overseas), and I started studying my second bachelor's degree here in the U.S. I applied fro FAFSA, but they just offered me loans and did't gave me any grants. I am asking if there is any exeption for that because I am a U.S citizen and I have never get any aid from the government. also I don't have any support. I am independent of my family.

You need to ask the institution where you are applying. Usually the government doesn't give Pell to second bachelors students, but your case is unusual. The institution has some leeway in granting of financial aid. If you are under 24, that might also be a problem. Be sure to call the school(s) so you don't miss the first award cycle.

No, once you have a bachelor's degree, you aren't eligible for a Pell grant. It doesn't matter if you never received federal aid before.
