You should ask him out and then tell him u'll call him to finalise the plans... but then don't. And if he asks u about it then let him know that's exactly what he did. Sometimes men need a bit of their own medicine to understand exactly what they did and how it feels.
Or just go out with some next dude cuz it really sounds like this guy isn't really too interested in you. Go out with a guy who actually asks you out to actually go out with you.

are you dating others? if not, please start! (I dont mean have sex with them, i just mean just go on dates with other prospects if you are not someone's girlfriend yet). If this guy is the only prospect, you will start to "see" only him in your mind and get attached too quickly. It's good you didnt bring any of this up to him, but in the future if he asks you out again, just say something like "sure, i'd love to, what time did you have in mind?" and get a time so you wont be left hanging. IF he still does leave you hanging and doesnt show up in 30 minutes or one hour, have some other things planned to do.
Unfortunately, it seems like you are someone he wants to hang out if he has nothing else planned... :(
If you dont want him to ask you out any more in the future, then sweetly decline and keep declining sweetly. He'll get the hint. Date the ones who make a date with you and keeps his word! You can only assess integrity in a person by whether they keep their word or not.

If the guy bails out once, then it's excusable. But, if he continues to make unfullfilled promises, then it could become somewhate of a drag. You don't want to start having a relationship with someone who can't follow through. It will just get to be plain annoying.

I have not figured them out either!! Wish I had the answer. I think many men just like to play games until they are tame. It seems like they only like us when they cannot have us. Next time say no if he asks you out and he will probably be all over you!!! Good luck girl!!

tell him you would say yes but he has a bad track record with you because he never follows through
i wouldnt say yes to him again because he is a flake
and flakes never change they only get worse and you can't ever count on them

I dont think he forgot.....but i would def talk to him about it if you would like to build on to your relationship. He might be trying to see if you really like him or if you noticed that he never called you....Step one.....Talk to him about it. Step 2: dont let him get away with it lol
