Yes.
He can say, "Right now I can only lift a quarter billion trillion tons." And having said that, he has put a limit on his strength. So now he makes a rock that weighs a half billion trillion tons. He now has made a rock he can not lift.
Then he can approach the rock and say, "I now can lift a billion trillion tons." He has now changed his limits. He can easily pick up the rock.
With God, all things are possible, even finding the answer to such stupid questions.

You've just hit upon the paradox of omnipotence. Originally, the Gd of the bible was thought to be powerful, but not all powerful. Somewhere along the way a long time ago, we started believing that Gd was all powerful, which causes a whole lot of theoretical problems. As it is, yes he can because he's all powerful, and no he can't because he's all powerful.

No, because by definition it's impossible for such an object to exist. It's like asking "Can God make another god more powerful than He is?".
Since He has ALL power there cannot be a being with more than ALL of the power.
