In a new receiver, do i need HDMI 1.3a or is 1.3 ok?

1.3 or 1.3a means nothing (Any new device with HDMI needs to comply to 1.3, but most 1.3 features are optional...)

You really need to check if the receiver can decode the new HD Dolby and DTS formats.
