no worried about hiding it at work cus my military uniform will cover it and a tie wont be such a problem either.

I have a tattoo on my neck behind my right ear and I was surprised at how little it hurt. I understand the back of the neck is a bit more sensitive though. There is no more of a risk to getting a tattoo on your neck than getting one anywhere else. And since you are already tattooed, you know any decent shop that is licensed and evaluated by the state does not carry the risk of spreading Hepatitis C or any other blood borne disease usually caused by dirty needles. It probably will hurt a bit more than your arms, because the skin on your neck is a lot thinner than the skin on your arms and there are tons of muscles underneath right there...but lips aren't that big or detailed so you won't have to suffer very long.

And if you get it done in a respectable shop, there should be no risks for infection or hepititus, ect...as long as you're not allergic to the dye.
