I don't want to start a fight.

I feel for you ... I am a long suffering down stairs condo owner. You are correct to assume that a fight may insue if you were to "confront" him about his music. First know that you ARE NOT WRONG. Lose the word CONFRONT. Wait till you are calm and not angry.... Also wait till a day when he's been quiet. If you go up there angry and pissed cause the musics blasting you will get no where. You will only start a war . A war that YOU AS A DOWN STAIRS PERSON will ALWAYS LOSE.

Now wait till you encounter him in the hall or outside and politely call him over and say while you hate to ask this ... But let him know the stereo is a bit too loud. Perhaps he's not aware that theres not much sound proofing between the apartments. Anyhow just explain NICELY and politely. DO not threaten him or his space.
If he doesn't stop I would then go to management. If they don't stop it perhaps you can call the cops.
Just understand that by complaining you take the chance of having things go bad..... Can you move to another unit ...Perhaps a upstairs unit??
Lastly , YOU ARE NOT WRONG... But by living downstairs you by default will have to accept some more noise in general.
I wish you well ... I hope this goes well for you. I complained to the upstairs neighbors cause they started a day care business in their apartment for kids after school from the complex. The noise is unbearable.... They want to beat me up cause I had a nerve to complain and my board will do nothing about the noise cause it's happening before 11pm. Now they are worse then ever since they have been given card blanch by the management company.

I had the same problem couple of years ago. I initially told them couple of times about the noise. I invited them at the apartment to witness the noise themselves. That did not stop them. I complained to the landlord and there was no action.
I then contacted the city office and learned about the city regulations. I found out that there cannot be noise after 9:00 p.m. I called the cops and had cops warned them the 1st couple of times.
Even after the cops warnings, the noise did not stop. Then I had cops write up a complaint. The judge fined them over $500 and warned them that the fine would repeat for each complaint in the future. Judge also wrote up to a note to confiscate the equipment if there is one more complaint.
I did not had a problem after that along with apology as well.

I believe if you do not let them know, you are in-part agreeing to be part of the problem. Try to be civil and have non-accusatory tone.

A little lie that always works for me - kindly explain to them that you have a ruptured eardrum and that you're especially sensative to loud sounds and for the sake of your health you would really appreciate it if they kept the music down. If you're uncomfortable lying just give your landlord a ring. You have right to live in peace and quiet, and technically if you wanted to fight dirty you could call the cops for disturbance of the peace. Contrary to what many people think, people don't have the right to blast their music if it's disturbing those around them. They can be fined for that. I suggest talking to them calmly first, then if there's no response document all of your complaints and speak to your landlord. Again if there are no results then contact the police.

You can write a polite note requesting him not to put music too loud after certain hour and slip it under his door. Hopefully he will stop. If not, then talk to the landlord. Rather dont confront directly and this way you wont make it personal.

Take him a piece of cake or some pizza and tell him that you enjoy having him as a neighbor. Then carefully, you can say, "O by the way, did you know that I can hear the music that you play? Sometimes it is louder than the music I am playing. I dont think that you would mind turning it down a little, would you?"
I'll bring you another piece of cake when my Mom sends some over, OK? See ya......

When does this occur?

Complain to the landlord.

If they are being loud during the non quiet time hours (usually 8am to 8pm) then you are out of luck calling the cops.

However if they are being loud at night, call the cops.

you have a right to live comfortably. your confronting him may not start a fight unless you know firsthand you neighbor has a temper to match his loud music. advise your landlord and let him/her handle it. if your situation doesn't improve, i suggest calling law enforcement because your neighbor is disturbing the peace.

Tell them nicely to listen their music at a lower volume. Tell them, the music is too loud and annoys you. Even more if it's late at night. If they keep annoying you, call the police.

You cant. Go ahead, Confront him, start a fight, make yourself clear. You pay rent don't you? This jerk is taking value away from the apartment that you live in. . Why should you suffer because of this insensitive slob?

Call the Cops, And tell Them to Broadcast it as a "non complaining party" I listen to the police scanner online, and there is alot of calls that are done that way. I Don't know if it will work in your area, but i type in , www,(Scan Muscogee.com) Whatever your county is . com
