The legal answer is no or only with a cosigner. To get a credit card you have to be able to sign a legally binding contract with the credit card company which you are unable to do until you are 18. The same is true for a debit card. You cannot open a checking account alone until you are 18. You can have a responsible adult on the account with you and get your own debit card linked to your checking account. I think that would be the best idea for you.

You are hosed if you ever think having a credit card is a good idea. It's called an emergency fund instead. Save money or you will be as stuck as anyone else on here with credit cards. Using a credit card says "I can't afford this at it's present price but I'll get it anyway and pay alot more for it."
Emergencies come later in life anyway. If you can't afford to pay for something now, how will you ever afford it later AT A HIGHER PRICE? That's what credit cards do, they take an item and raise the price of it. People think they're paying $25k for a $25k car. Please. You're paying $55k for it years later after interest, full coverage, rolling what you owe on it into the next one, etc.
A guaranteed way to have an emergency is to have a credit card you have to deal with. If you want to get wealthy you have to stay away from debt.
Before you do a single thing with credit cards or spend one more dollar listen to this man for free, on the radio or online, daily, and you will make decisions that wealthy people make. This is like getting financial wisdom from Bill Gates, except this guy has a radio show. Listen to some archives.

Don't get a credit card. Open a bank account and get a debit card (get your parents to help you).
Start saving your money and keep away from getting into debt.
And read some of the bad credit card situations people are in here and elsewhere online.

This is not how it's done. You want to manage you money get a bank account that you can manage on line. Follow your money and let it grow.
If you really want to learn and have some fun pretend you have 10,000 dollars to invest in the stock market invest it and follow your profits and loses
