GOD does permit wickedness, and millions on earth willfully make a practice of it. For instance, they declare wars, drop bombs on children, scorch the earth, and cause famines. Millions smoke and get lung cancer, practice adultery and get sexually transmitted diseases, use alcohol to excess and get cirrhosis of the liver, and so on. Such people do not truly want all wickedness stopped. They only want the penalties for it eliminated. When they reap what they have sown, they cry out, “Why me?” And they blame God, as Proverbs 19:3 says: “A man’s own folly wrecks his life, and then he bears a grudge against the LORD.” (The New English Bible) And if God stopped their evildoing, they would protest their loss of freedom to do it!
Jehovah’s main reason for permitting evil is to answer Satan’s challenge. Satan the Devil said that God could not put men on earth who would be true to Him under test. (Job 1:6-12; 2:1-10) Jehovah allows Satan to remain to have opportunity to prove his challenge. (Exodus 9:16) Satan continues to bring woes now, to turn men against God, as he tries to prove his challenge. (Revelation 12:12) However, Job kept integrity. So did Jesus. True Christians do now.—Job 27:5; 31:6; Matthew 4:1-11; 1 Peter 1:6, 7.

As long as there is sinful humans, there will always be suffering, evil. The world is such as it is because of sin and mankind's many wrong choices. Wickedness has only increased the closer we get to seeing Jesus splitting the eastern skies, but the evil we see now is icing on the cake compared to what is just over the horizon. God allows man to reap from the choices made, but He does not cause any of it. He could usher in and stop it, but if He did then He would be untrue to His Word, and God is always faithful to what His Word says. He will never be swayed to be any different just because pathetic, weak, and selfish mankind groan that He is unfair. Get over yourselves, change starts in the mirror.

The truth is this... we don't know what love is if we don't know what wickedness is. We don't know what grace is if God never taught us why we need it. Everything is based on character testing. God will give you challenging times, and it is rather a good thing. He wants to know where you will be putting your trust in. God allows sin in this world so we may come to know and be like Him. Otherwise, God would be forcing us to love Him, and it would kill the point of free will.

I heard a story like this once, & it sums it up so well:
A man went in the barbershop to get his haircut & the barber kept on proclaiming that there was no God because of all the evil, hurting, & pain in the world. Well after the man left the barbershop he saw a guy walking down the street with an extremely overgrown beard. The man ran back in the barbershop & said "Barbers must not exist because if they did, no one's hair would ever be too long." The barber replied "How could you say such a thing? I am right here! It's not that we don't exist, it's that the people don't come to me!" Exactly. People don't rely on God & put their trust in Him. The problem is not with God, it's with us.

Nice question..first of all because God created us having free will to choose..
How will we choose if there weren't different choices ..good and evil is same like beauty and ugliness , like sickness and health you can never really appreciate the beauty if you never seen what ugliness is ..you can never appreciate your health if you have never feel what sickness is .
But as a general the evil..ugliness ..sickness is always an exception to the rule .. most of us live healthy for long time ..we don't suffer wars most of our time
How will we know who we are really are if we are not tested by good and evil..
The evil and wickedness is like the shadow in the picture you might think it a flaw but truly it gives perfection to the picture.

God did not permit wickedness in heaven, that is why a huge battle occured in heaven in which he cast out one third of the heavenly angels one who followed or listened to Satan 'Lucifer' Lucifer wanted all to have freewill. and so god created a beautiful place where this battle could be finalized and so any wickedness if our own to follow or stop!

God created Lucifer with the power of choice. Sin and wickedness came from Lucifer's free will. When he chose to rebel against God, evil was born.
Skeptics often complain that God set Adam and Eve (and us) up to fail.
However, God had to give Adam and Eve a choice. Without free will to choose, Adam and Eve would have been mere puppets.
True love always requires choice. God wanted Adam and Eve (and us) to choose to love and trust Him.
The only way to give this choice would have been to command something that was not allowed.
God uses problems in our lives to test us and to help us learn from our mistakes.
“Now no chastening seems to be joyful for the present, but painful; nevertheless, afterward it yields the peaceable fruit of righteousness to those who have been trained by it” Heb. 12:11
Sometimes God does not run to our rescue because He’s told us in the Bible what we should be doing about our suffering or affliction. Instead of crying out to God, sometimes we should be studying the Scriptures to find God’s will for our lives.
When we are tempted, we should study 1Corinthians 10:13 to find God’s “way of escape.”
Finally, God does not expect us to live from “miracle to miracle” but from “faith to faith” (Romans 1:17)
When people were following Jesus looking for a miracle, He rebuked them (John 6:26). We should look daily to Jesus, and not look for daily miraculous deliverance from suffering.

God is only one of three causes for things in life. The other two are the devil and our self. I don't believe that God causes wicked things to happen, but I do believe that God permits them to happen because one we have free-will to choose and also the devil is the ruler of this earth and so he can do what he wants to.
The amazing thing is that God causes all things to work together for good...be sure to see that it doesn't say that God causes all things...it says that God causes all things to work together...so God takes the wicked things and makes them work with the non wicked things and in the end...ends in good and ends with God getting glory for it.
