it depends on a few variables,
how old your unit is
how hot you are preheating the oven to
i usually give it a good 15-20 minutes..... Whatcha making???

Most ovens have a light that when the oven is the correct heat the light goes off that is when the oven is preheated.

I have an old house and a newer oven--4 years old--and it takes about 20 minutes. It sucks.

it depends on what brand/model of oven you have and the temperature you are preheating it to, but for 400 degrees in my oven takes about 10 minutes

Mine takes about 15 min. to get to 375 but longer to get to 475( more like 30 min.) It's gas.

It just depens on the temp you want. 350 is the average temp and it takes around 6 minutes or so.
