Whether a person believes they are "born again" depends on their definition of "born again".
Christians who believe in reincarnation would definitely say they were "born again".
Fundies would say they are born again when they accepted Christ, whether or not they have changed in any other way at all.
Liberal Christians would say they are a new creature...IOW, have obtained a renewed spirit, a more loving attitude, and a different set of moral values than before they came to know Christ.
I've never quite understood why anyone would use the term "born again" (even though Christ said it), as it means different things to different people, and depends on the perspective of the person who calls themselves this. It's like asking a person if they are "good". The term is so vague, the answer itself reveals nothing.
I am a different person with different values that interacts with people differently since I came to know Christ. Does this make me "born again"?
To answer your question:
I am a Christian who believes in reincarnation. So, by my definition, I am "born again", as I have had previous lives.

Born again Christian: there is no separation of the terms. They are equal and the same. To be born again means to be a committed to following Christ which means to be a Christian.
Indeed, Christianity is about commitment, not just religion or rituals. It is about faith and love, not going to church or being good to others, but those do come in once salvation is commenced.

Yes, I am born again, and can remember the moment it happened. However, if someone says they became a Christian say "in 2003" but can't point to a specific moment, who am I to say they aren't a Christian? It happens different ways for different folks, but if the end result is loving and trusting Jesus, that's good enough for me.

A born again Christian would be a Christian who has trusted in the payment of the cross of Jesus for the forgiveness of their sins. They believe and therefore have the Holy Spirit.

I am a born again Christian. I have accepted Christ as my Savior. That is what qualifies one to be considered a Christian. Sorry had to put in my 2 cents!
