That's nice you are looking out for your little sister. Chances are, she has cavities (by the time cavities are seen visually, they are usually quite large). You should have your parents take her to a dentist. That will be important for her health as well as potentially keeping her out of a lot of pain. We recommend checkups for everyone starting at 2 years of age anyway, every 6 months. Take care.

She should be having regular dental checkups. Cavities (caries) are not always visible in the early stages.
