That is the one that makes the lights flash on and off. Remove it and replace with a normal one and the lights would remain on whilst there was power. It works by heating and cooling a two part metal "switch". As it heats it bends away and breaks the connection (no power lights go off), as it cools it returns to the position and the lights go on. This occurs quite rapidly as the distance is small.

The bulb with the white tip is a flashing bulb that allows the string of lights to flash when turned on

The white-tipped miniature bulb is usually a fuse bulb. If it blows, the remainder of the lights in that section of the string will light. It is installed to usually protect against a shot circuit in section of the string. I have found that the flasher bulb is usually red-tipped.

Yes Mick b is correct - the bulb is set to blow first if there is a short or surge in the supply. So if the lights blink off and stay off replace the white tipped one first and all should be well.

So that when one of the colored bulbs burns out, you'll think you did something wrong when you replace it with this one and the whole tree starts blinking about 2 minutes later.

That bulb, if you put it in your strand of lights somewhere, will make your lights blink.

It's called the flasher. It's what makes the lights flash. Take it out if you dont like the flashing.
