"Picture quality" is a somewhat abstract and really very subjective idea concept which depends on a number of factors. The least of these is the number of megapixels.

With all else equal, there would be no appreciable difference between the two. Depending on other factors, one probably will be better than the other, but it would be impossible to know without knowing, first of all, some other details about the cameras, and most importantly, the skill of the photographer handling each one.

The chip type makes a big difference - some files are inherently purer than others. 0.1 of a megapixel is a very marginal difference. As the others have said technique and lens quality are also key factors - so is post processing as it's essential to set up and use (properly) a calibrated and profiled system.

The fact is that every link in the chain is key - at each one quality can break down, though this is usually down to operator error as opposed to outright equipment failure.

As someone said a 6mp camera used well will produce better results than a 12mp camera so the key to quality is:
1. Having the right equipment for the job.
2. Using it correctly.

Is one a full frame DSLR and the other a little tiny point and shoot? In that case, there is a difference in size. I think no matter how high of MP a P&S camera is, compared to a larger DSLR (or a medium format), it's not going to be the same.

But your question asks if this one will take better photos than the other.. I think it's the photographer that takes a beautiful photo, not the camera. I of course knew that you meant if this camera produces better photos than the other. :-)

Absolutely no difference whatsoever. Let me just give a suggestion, since your are probably considering either the Canon G9 or the Nikon P5100, let me just say, the mega pixels do not make the camera. I know for a fact the G9 suffers from lots of image noise, and most likely the P5100 as well. This is due to all the mega pixels they put on the sensor. The most a point and shoot should go is 8 mega pixels. Anymore, and the image quality diminishes. And besides, who needs 12 mega pixels, especially those who buy a point and shoot?

As said up there, the difference in megapixels is so small it's insignificant. Even with a difference of 1 megapixel or more I'd want to know the size of the chip the pixels are on. If one is much smaller and more crowded than another than expect more noise in the picture (Panansonic, for eg.) but a cheaper camera. This may be acceptable on a point and shoot but definately not on a DSLR.

Photo quality doesn't have so much to do with megapixels, as it does about using the cameras abilitys to control light, and produce a photo.

A 6MP camera used properly can give a technically better photo, than a 12MP not used right.

Theoretically yes, but one would be unable to spot the difference.

Once you get to 10M pixels it is a waste of time Pixel chasing for all but a few Pro photographers seeking publication.

The quality of the lens is infinitely more important than a few megapixels in either direction.

Chances are that BOTH of those models have, about the same number of sensors and that one of them has rounded off the number to 12 MP.
