Shaved? No. Cut within 3 inches for health reasons, yes. In fact , in the state of Ohio, a white male who actually shaves his head can be considered a STG ( Security Threat Group) member belonging to any of the White Supremicist movements. Hair is kept short and within acceptable standards, but unless he has a serious medical condition dictating shaving his head, it is not allowed. I hope this helps.

Shaving head depends on the laws applicable to the location of the prisons.

most prisoners do get there head shaved. they may have lice and stuff like that.
also they get shaved to reveal any gang tattoos

It's still pretty common, mostly for health reasons, as many inmates come in with lice, fleas, bedbugs, or other problems.
