the shy guy wants to know because i dont know. there isnt a shadow of a ring or the finger and your husband or boyfriend may or may not be there. how do people like me know if it is ok to come and talk to you without your significant other or you giving people like me the cold shoulder

It's a risk you take. Anyone who gives you the 'cold shoulder' isn't a good match for you anyway, whether they have a partner or not.
If she's not wearing a ring, and not with a guy, then go ahead and introduce yourself...if she's receptive then after a bit of chat you can ask for her number such as "if you aren't currently seeing anyone, I'd like to get your number to be able to get to know you better" or something of that nature.
Don't take rejection from strangers so personally...if you apporach someone and get the brush off (because she's got a partner or not) what have you lost? Nothing...ya didn't know that person so there was no emotional investment and no real time invested...ya just let it roll off your back and move on. ☺
