Rollerblade is a specific brand name that got important enough that it got used (incorectly) as the generic term.
Think Klenex and facial tissue.

Most skate parks will allow them but it might be best to ask the particular park if there is a time when the skate people tend to show up.
Some skateboarders don't like people on skates.

Rollerblade was the brand that made inline skates popular. They actually were invented long before quad (the skates with 4 wheels in a rectangle) skates but no one made them practical till the Olson brothers (hockey players) found a used pair in a store and thought that these would be good for skating practice in the summer.
The fad era of inline skates was well established before any other company got into the business so people called them by the company name.
