I've never done it-just wondering. If you just take the oatmeal out of the packet and add water, is it okay to eat? Is it better, worse, or the same as eating it when it is heated up?

It's surely OK to eat it uncooked and is found in mixed breakfast cereals & bars. However, I think that you will find a dish of oatmeal with water added may be unpalatable. If it is cooked then you have porridge oats and they can be quite palatable, commonly eaten with milk or cream and often brown sugar, according to your taste. I think you will find it better cooked.

If you're talking about the boxes of oatmeal found in the grocery store, they're actually steamed and rolled in the process. Anyone who has made oatmeal cookies and sampled the dough has eaten exactly what you're talking about--and most likely lived to see another day.

Eating oats right out of the field would be more of a chewy challenge, but would still be good for you.

In the days of Charles Dickens it was called "gruel" and served to the child labour slaves, it is fine and actually has more nutrition in it raw, and if your using instant packets it has been cooked twice during processing.

As the last person said it is relatively uncooked in granola, they bake them for a toasty flavour, I make my own and use the 5 minute style, it has a beter flavour, and most horses eat it, and have you ever seen a sick horse?? Just joking, I eat a kilo of it a month, it is good for you and has all the vitamins and mineral needed and it lowers bad cholesterol.

if you let it soak on the water overnight and then eat it uncooked it is silky the next morning and nicer in my opinion than straight out of the box uncooked.

It won't kill you if that is what you mean, it would just taste better if it were stirred in, while it was being heated.
