For a female at 15% body fat, you should already see abs.

I too was young once and did everything I could to get those "beach looking ABS". Never succeeded. I was doing it wrong but we didn't have the Internet then.

Anyway, read the links below and even try searching the Internet with Google with key phrases such as "abs training technique" or something like that.

Do your reading first. Next go see a doctor about that "coating on the top" you talk about. Make sure that is not a serious medical situation. Do that before you start any ABS training program. Be healthy first. Muscle building comes second.

If you're a girl, 15% body fat is already pretty low. The site below has information about understanding the numbers. Are you generally healthy? Do you menstruate? Are your friends and family concerned about your obsession with your mid-section. If so, seek help.

The abdomen contains vital organs. Sometimes it sticks out because of the necessary contents.

If you're certain that you want "great abs" for healthy reasons, and you still want to see more definition, I'd suggest slowing down whatever abdominal work you're already doing. Move slowly and smoothly and you might see more results. Slowing down should make you feel it more as well.
