Assuming you can't go spend time in a Spanish-speaking country, you can do many things, some of which are free!

Buy some vocabulary flash cards at Barnes & Noble (inexpensive)
Read Spanish-language newspapers online (free)
See if any churches or other organizations in your community offer free or low-cost classes.
Check www.meetup.com to see if there are any Spanish conversation groups in your area (usually free or very low cost)
Check out Spanish books from your local library.
Visit www.es.yahoo.com for news in Castilian Spanish. (if you want Latino Spanish, see if there's a yahoo website for your particular country of interest)
Take a refresher course at a language school or a continuing education class
One of the best ways to learn is actually to teach people who speak less than you!

I would say read in Spanish. I receive the magazine "Selecciones" at my home. It's similar to Reader's Digest, and it's published in Spanish. I like reading that magazine because I feel like the Spanish in there is very current. Also, if you can, watch television programs in Spanish, like news broadcasts. If you would like to use Spanish in a particular context, such as the workplace, see if you can access materials that are written/spoken for that place; these will contain the vocabulary items you are likely to need.

well if you can,t spend some time in a Spanish speaking country, the best way is to chat via messenger with a fluent Spanish speaker and have them correct your vocabulary and grammar

The best way to improve your vocabulary is to read. Instead of reading your favorite magazine in English, what about reading it (or a similar one) in Spanish ...

One u can, read books in spanish like Don Quijote de la mancha, that'll boost your spanish for sure.
