We own a family run mom and pop type business (pawn shop)...I feel bad when customers ask to use the bathroom, but it's just not practical, they may trip and it's near the safe, and customers pawns ...How can I tell people politely they can't use our toilet.??

You can lie and tell them it is out of order or you can tell them there are no public facilties and direct them to the nearest bathroom, McDonalds or a gas station.

There is a level of expecting a negative reply in a pawn shop for a bathroom. IN other words, you are not really disappointing them unless you ran a food establishment. Then again, pawn shops dont get the most rational customers. That idea alone grants you the reasons for not having a public bathroom. The worst case: they go next door to McDonalds or something.

Well, just say "Sorry, we have no public restrooms." A sign can be placed on the front doors so people will not wander into the store in hopes of using the bathroom.

Inform the askers of businesses nearby that do have public restrooms. Usually restaurants do.

If I were you, I would simply say that you don't have a bathroom available and give them directions to the nearest public bathroom. They'll be grateful for you going the extra mile in pointing out the next nearest bathroom and so they prob won't mind your store not having one available. You might get the occasional rude customer who tries to plead and bargain and say things like "please? I know you guys have a bathroom here, I won't take too long I promise. You guys can't let me use your bathroom just one time?". in that case, politely but firmly tell him you don't have a bathroom available and give him directions to another one.

You can tell them that your insurance policy doesn't permit its use, as it is in a very inconvenient location, way back, etc. However, I have to tell you that I was turned down once when my daughter, who was just out of diapers at the time, needed the ladies room, and I never went into that store again. Polite doesn't always work.

When they ask you respond with, "I'm sorry, we don't have a public restroom in the store. I believe there is a public restroom next door...", or something like that.

People shouldn't be offended at this, and if they are, it's not your fault.

Tell them where the nearest public facility is.

Tell them your insurance company doesn't allow the public in the back or work areas.

You could put an "out of order" sign on the room.

Just what you said in your question. I'm sorry we don't have a public washroom/restroom available to the public here.

Then direct them to the closest public washroom.

Put up a sign in plain sight saying NO PUBLIC RESTROOM. No one will be offended.

just that... all you need to do is say there is no public bathroom, and then tell them where the nearest public bathroom may be found.
