Dummie rounds are rounds that have no primer or powder and are visibly marked. They are used for training purposes mainly. They will feed and chamber in firearms but have no propellant of any sort. Rubber bullets- usually hard rubber balls, are used as a less-lethal control. They are usually fired from shotguns or 20mm launchers in a reduced powder-charge load. Instead of being fired directly at targets, they are designed to be "skipped" off the ground and into the lower extremities causing stinging and pain. They can also cause serious injury or death if striking the head, neck areas.

Dummy rounds are incapable of firing, they are completely inert.
Rubber bullets are often used for riot or crowd control purposes, the lead or copper jacketed projectile of a normal cartridge are replaced by a hard rubber projectile, these are often refered to as "less than lethal" as they are still capable of killing and seriously injuring a person.

If I understand you correctly - dummy rounds are training aids...used to correct flinch and for dry-fire practice.
Rubber bullets can be used for crowd control as less-than-lethal alternatives.
