in this case, it was the last of the hot dogs. it wouldn't have been such a big deal if we were just a little closer to the first, or had money to replace them.

What is the context? Was it like the last piece of pie or last cookie that was explicitly set aside for the child? Or was it like a batch of cookies you baked for the kids of a family and the parents decided to have some as well? Or was it something you made for a children's party buffet and the adults also ate from it?

If it was the first, then that's rude, but it's not a major catastrophe.

I have never heard the "last of something is for the kids" rule. If it is explicitly stated, like "the last piece of cake is for little Billy", then it would be rude. Other than that, I think you're generalizing based on your own personal beliefs or upbringing.

Was it someone who lived in the house. Or maybe a friend of some who lived in the house. I would ask them to replace it with the same or something close to it. If your budget is that strict maybe you should put names on the food or have a do not touch drawer or shelf. I understand where you are coming from and agree.
