You won't get a job where they want the very best. Some employers will only take the top few from a class and pay really good money, some will hire cheaper from the middle and some will teach you to ask if they want fries with that.
Take doctors some will be brain surgeons in the best hospitals and make really big bucks, most will work at local hospitals and clinics on run of the mill problems and for normal people. The bottom of the class might be working in smaller towns, refer any hard cases or work in prisons or charity hospitals were the pay is low.
It doesn't take twice the effort to make it to the top of the class but it will pay twice as much.

The GPA question only came up a few times for me in interviews. Sometimes A students end up working for C students. The most important thing is the interview and doing the job well. If a C student can do it well they will gget and KEEP the job.

Hard to say -- it depends on what field you're going into. In general, though, most employers will be nervous about hiring someone with a very low GPA. They'll figure that if you couldn't apply yourself in college, you won't at work either.
