Great question!
I'd say it would be a toss up between the two;
The hunter gets an extended season to take more game and spend more time enjoying the sport and the insurance companys get to fill out less accident reports and get to pay less money because there would hopefully be less deer to wreck cars on the roads.

Both.

For hunters, only if deer population remains stable.

For car insurance companies, only if it leads to less deer related collusion

hunters. car ins. co's would be pissed cause deer related wrecks would be down.
