You need to take her to the vet to find out what's going on. Allergies? Does she need her dog food switched to a different brand? It's not going to go away on its own, she needs help!

Instead of trying to stop her from scratching her itch, you need to cure whatever is causing it. It could be anything from a food allergy, to a behavioral issue. Has she had a bath recently? Maybe the shampoo is causing a reaction. If she has not had a bath recently, get a shampoo designed to help dogs with itchy skin problems and give her a bath. If you don't see improvement, take her to a vet.

My dog does the same thing! Did you bring her to the vets? Maybe it is allergies. Try getting an allergy test done. We got one done. Did you change her food (type or brand)?
