If he tears the petticoat he should pay for a new one, but I bet it was no accident that he found a way to dress-up in your French maid outfit.

I think you should take it to a tailor and get it repaired. I doubt it will cost more than a few pounds. Split it if you must. But you offered and took the risk even though he should have been more careful.
