I am sorry to have to report that the System Restore utility is a part of the Windows OS, it is not a seperate utility which you can remove and reinstall.

Have you tried disabling it and then re-enabling it again? This will delete all current restore points and start you out fresh.

If this doesn't fix this issue, I hate to say this but you may need to consider either reinstalling your OS, or using the Restore Disks which come with your system and return it to the condition it was in when you bought the system.

If you choose to perform a clean install, you will need to purchase the XP Pro OS on DVD. Unless you built your system and installed your OS on your own. If you did, then you, of course, won't need to buy a new OS disk.

Good luck and much success fixing your issue. Sorry to have to give such bad news. Please have a good day.

Go to Control Panel and open System. In the Menu find System Restore and check the box Turn on System Restore.
