the American engineers council for professional development,also known as ECPD,defines engineering as ,

"the creative application of scientific principles to design or develop structures,machines,apparatus,or manufacturing process or works utilizing them singly or in combination;or to construct operate its design ;or to forcast their behaviour under specific operating condition;all as respects an intended function,economics of operation and safety to life and property".

The term "engineer" sometimes gets thrown around a lot, such as "sanitation engineer" for garbage collector.

Generally speaking, to be an engineer the minimum requirement is a four year Bachelor of Science Degree in an Engineering Discipline such as Mechanical, Electrical, or Civil.

An engineer is one who takes scientific principles & theories and applies them to formulate solutions to real-world issues and problems. The ability to do this is what separates engineers from scientists. Scientists theorize about how or why things should work, and engineers make them work.
"Most engineers prefer to have their feet on the ground, not have their noses in books." This was a quote from one of my engineering professors in college.

Typically, engineers have good visualization skills and have a background in both science and math. Engineers ask how things work and try to figure out how they can be made better, or differently.

If you intend to work as an engineer, the state board of registration makes that definition. They generally make that definition overly broad so that they can control any work done in the construction trades. However, to get registered as an engineer, that same board will make a very narrow interpretation of what constitutes the required professional experience for an engineer.

Anyway that is my experience as a registered engineer in Colorado, USA.
