I read almost thirty answers to your question before I started writing my answer and I can say that all of your other answerers thus far are wrong.
The correct answer is that in most cases you have no ideal what people mean when they say this because people do not always mean what they say or imply. Also different people mean different things when using the same expression or phrase or in different contexts. If I tell a little girl she is cute I mean she is cute, if I tell a grown woman she is cute I might mean I am interested in her romantically or I might mean I want to get my leg over.
Sometimes a woman can say it to a man and what she really means is she wants to get her grubby little hands on his money, or she might mean she wants to manipulate him to decorate her lounge or to mend her car or she may want to eventually marry him or she might just want sex or she might actually mean he is cute.
What people say is often quite different to what they actually mean.
