First thing I would do is take her to the vet and get her checked. There could be a medical reason why she is not eating.
If all goes well, you need to get her off Pedigree and no more milk. Dogs are lactose intolerant and can not digest it. Get her a high quality dog food, Canidae, Innova, Chicken Soup for the Dog Lovers Soul are all high quality foods and are available at your local pet supply store.

4-1/2 months old? She's still a baby. Do not give her cow's milk -- makes their tummies upset (it's not that great for humans either). If she does not like Pedigree then try a different brand, like Canidae. Feeding meat to dogs isn't the best idea either.
Definitely do not give table scraps. Human food does not have the nutritional balance and is not meant for animal consumption.
If she is hungry enough, she will eat!

Try a different food. Milk and rice does not supply the essentials that dogs need. Dogs can be like people having certain likes and dislikes and pedigree is not great anyway.

Milk will upset her stomach. Pedigree is a garbage food and even a street dog knows that. Don't give her meat, go and get a good quality kibble and offer her that. If she won't eat it, Put a little meat in the food and slowly wean her off it til she eats only the good quality kibble.

Well, since Pedigree is crap food anyways, that doesn't surprise me. Try a good quality food like Chicken Soup, Canidae, Innova EVO, Merrick, Solid Gold, etc. Pedigree, Purina, Science Diet, IAMS, etc aren't any good anyways. Nothing but overpriced garbage.
However, has she seen the vet yet? She could have worms or other parasites or another condition that's making her ill.

i feed solid gold food. it is not cheap like.. the other brand you mentioned. try reading the labels on the food, you will see corn listed as the #1 ingred. on most, that means..it is crap !!!!! if you can not afford a product like solid gold, innova evo, wilderness, or wellness core, at least use a food with the #1 ingred. listed as meat. purina one or pro plan if that is not out of your range {for prices}.

she is used to foraging for her food and eatting human food. not good for her. i had a Siberian husky that was raised on table scraps. took weeks to break him of it. also, dogs like variety in their food as well as humans. change his brand of foods occasionally. i usually had 3 different dogs foods around to suit his palette! if you ate the same thing all the time wouldn't you get tired of it?

she hasn't been treated so nice before she is unsure give her time when she is trusting you and hungry she will eat unless she is sick or something, you could try some people food on top of her food till she figures it out!
