I have a Canon IXUS 950IS camera but I do not have the battery charger. Would the battery charge uo if I connect it to my laptop via a USB cable?

I think it depends on what type of batteries you have.

If your camera originally came with a wall charger, plugging the camera to the computer will drain its battery instead of charging it. If the user's manual specifically mentions charging the camera through the USB port then there are lots of USB chargers out there in electronic supply shots, computer parts shops, cellphone accessory shops and digtial camera shops.
