Is there any video program to enlarge (restored) videos still with the same good picture quality?

I have downloaded a video which only shows well when in small screen and in full mode it looses its picture quality.

depends on the mega pixel camera it was filmed on im afraid l:0(

I'm afraid not. You might be able to use a program to enlarge the video but it will take a lot of expertise and patience. The video you have has been made at a certain size. Making it bigger will stretch the pixels that make up the picture.
