Whoever prepares your income tax return will have to have all documentation on your income. Just the last pay stub is not enough to determine your total earnings, tax deductions, etc.

Nobody, at least not legally. A tax preparer is prohibited by law from e-filing a return without your W-2 form in hand and it's not possible to file a paper return without one.
A paystub does NOT have all of the information required to file a proper tax return. Most don't have the employer's FEIN and virtually none of them have the information from blocks 7 through 14 of Form W-2 that may be needed to file a valid return.
In past years some of the storefront tax prep mills offered an advance loan (through bank partners) based upon your final paystub for the year. They did NOT file the actual return until you returned with your Form W-2 and any other required documentation. The problem was that many taxpayers would get that loan and then either file their return themselves or go to a different tax preparer for the final filing. They never paid off the advance loans, leading to massive losses by the banks that funded them.
None of the major chains are offering those "paystub advances" any more. There might be the odd local tax prep office that has found a source for funding them but due to the losses in the past that's not likely any more.

A tax prep place might prepare your return with just the paystub, but is not allowed to actually submit it until you give them your W-2.

"america's tax service" will front you a thousand of you tax return with just your last pay stub... then when you get your w-2 you go back to them and they file it and give you the rest of your money... i use them every year for the last 3 years... they work with you to get the most back and are really nice. there is a location open in brooksville at: 642 W. You can use the information to determine what your tax refund will be assuming that you have all of the other required information. However, no reputable company will file your tax return without your W-2.
